In Settings -> Download, there is an option to choose your own place for it. Xcode takes a while to download and is placed into the Applications folder (/Applications directory) with the CLT in /Applications/Xcode.app/Contents/Developer. Just so that I'm clear, steps are: 1) build new computer (I've got the motherboard that you are using, by the way), 2) start with Snow Leopard on that new Mavericks-compatible hardware, 3) then go get the Mavs update from the app store.
